TIER 1-CORE INSTRUCTIONAL INTERVENTIONS
High-quality instructional and behavioral supports are provided for ALL students in general education.

During Tier 1, all students receive high-quality, research-based instruction provided by qualified professionals to make sure that their difficulties are not due to poor instruction. Scientifically-based instruction takes place in a regular education setting. In order to identify struggling and gifted learners, school personnel conduct universal screening of literacy skills, academics, and behavior to establish an academic and behavioral baseline. Students identified as being “at risk” through universal screenings and/or results on state- or districtwide tests receive supplemental instruction during the school day in the regular classroom. In Tier I ongoing curriculum-based assessment and continuous progress monitoring are used to guide high-quality instruction and students receive differentiated instruction based on data from ongoing assessments. In tier 1, the goal is to prevent failure and optimize learning by offering the most effective instructional possible to the greatest number of students (Pierangelo & Giuliani, 2012, p. 87-88).
